When in neutral, the light goes on and off, when it's off, turn the key, and nothing, dead. When the N light luminates, it will turn over and start. Could this be a faulty ignition switch? If your fuse is between socket pin #'s 3 and 7, then it works, but it's wrong. Your problem lies somewhere in the control for the coil. The coil never energizes so you don't close the contact in the relay and you don't get power to your fuse or EPS..
